About half of the homes are built. When 75% are closed, we plan to organize a transistional turnover committee. We have one problem. The developer, ANSCA, has approved an Ad Hoc committee that self appointed themselves. The chairperson is not very well liked. Some residents feel this committee is too closely aligned with the developer to effectively represent the homeeowners during the turnover process. How do you suggest we organize a transistional turnover team that the owners will feel they had a say who would represent them? Each CA elects two representatives to serve on an umbrella homeowners association (HOA) board. There are exactly 100 owners in my CA and about 370 owners in all three CAs. We believe we should only be required to get a majority of signatures from the 100 owners in our CA in order to recall our 2 representatives. The opposition claims we must get a majority of signatures from the total number of owners in all 3 CAs. Please ignore the 10% recall alternative for purposes of answering this question.
